Mandate Takes Hold in Mass.

It appears that making health insurance mandatory in Massachusetts is taking hold.

State tax returns, the first test of compliance with the law, show that 95 percent of filers have coverage. And, according to Department of Revenue figures out Monday, less than 3 percent of those who don't have insurance had to pay a penalty.
