		<description>In his 1971 book &quot;Rites of Way&quot;, Alan Lupo dissected the politics of local transportation and the complex process to create large transportation solutions. I don&#039;t think much has changed. Local politicians and local special interest groups, combined with corporate lobbying and governmental restrictions, creates such a muddle of competing interests, it takes a miracle of negotiation to reach acceptable compromises. Many European cities have overcome &quot;tribal conflicts&quot; and created modern, efficient public transport systems. Perhaps there are lessons in those successes.</description>
