Fall River Mayor Will Flanagan has conceded a mayoral recall election to Bristol County District Attorney Sam Sutter, one of seven challengers in a two-part vote.

The Herald-News of Fall River reports that Flanagan conceded Tuesday night after coming up short on both parts of the ballot. Flanagan was serving his third term in office.

Flanagan had two chances in the special election. One was to avoid recall. The second was being selected again to be mayor.

Recall issues included fire department layoffs and costs of a trash program. A city councilor also alleged Flanagan tried to intimidate him with a gun, which Flanagan denied.

Sutter has run unsuccessfully for Congress and considered a run for attorney general. His office is prosecuting a 2013 case in which Aaron Hernandez has pleaded not guilty to murder.
