A hot-button issue in education has long been whether to tie teacher performance evaluations to student test scores.

Now, Massachusetts appears on the verge of defusing some of that heat by de-emphasizing the role of test scores in evaluations.

Mitchell Chester, commissioner of the state's department of Elementary and Secondary Education, joined Morning Edition to talk about the changes.
