Taxes, Penalties And The Affordable Care Act

President Obama and Mitt Romney seldom see eye to eye — but on an aspect of the debate over healthcare, they agree. If someone does not buy health insurance, they will pay a penalty. Republicans say it's a tax — but to the President and to Gov. Romney, it's a penalty.
