The NCAA's Division 1 Board of Directors is endorsing new penalties for athletic programs that violate the rules, including longer bans on post season play, fines and more scholarship reductions.

The move comes in the wake of the crackdown on Penn State after the Jerry Sandusky scandal. The NCAA is also considering a change in the way some of the highest-paid people on college campuses are paid. The rules change would allow athletic boosters and other outside sources to pay some of the compensation of college coaches.
