With immigration reform stalled in Congress, some wealthy foreigners are increasingly relying on another way to get into the U.S.

It's called a "millionaire visa" — a way for wealthy foreigners to get their visas fast-tracked, if they make a $500,000 investment that creates 10 jobs.

The program, started in the '90s was meant to stimulate job growth, but in 2011, the application process was simplified, making the program more popular among wealthy people wanting to come to the U.S.
