Paul Pillar, a 28-year veteran of the CIA says Americans "would be the losers" if the U.S. lets flaps over spying stop it from conducting secret intelligence gathering.

Pillar says that spying — including monitoring phones and emails of foreign leaders — almost always involves the violation of some other country's laws, but there are legitimate foreign policy reasons for doing it.
