The Justice Department's report on the police department in Ferguson, Missouri, launched in the wake of the shooting death of a young, unarmed black man by a white police officer last summer, has found that the police department is systematically violating the rights of its black citizens.

The six-month investigation found that black citizens accounted for a disproportionate number of traffic stops, citations and arrests, and even found evidence that officers were circulating racist emails. For reaction to the report, Here & Now's Robin Young turns to Tory Russell, co-founder of Hands Up United, a youth-led protest movement.
