Britain and France are calling for an investigation into possible war crimes after four hospitals in Syria were hit by missiles this week. Russia is rejecting claims that it targeted one of the the hospitals. Here & Now's Lisa Mullins speaks with Stephen Rapp, who works on war crimes cases, about this and his work to bring war crimes charges against ISIS and the Syrian government.
