Police in El Cajon, California, acknowledged the African-American man they shot and killed yesterday at a strip mall in suburban San Diego was not holding a gun. But they said he refused to obey orders to take his hands out of his pockets and when he did, police said he was holding something and assumed a "shooting stance."

They released a still image of the confrontation, taken on a voluntarily-provided witness cellphone. The man's sister described him as mentally ill, and had called police to the scene because he had been acting erratically.
