Fox News host Bill O'Reilly has apologized for mocking Rep. Maxine Waters, after saying on "Fox & Friends" that he couldn't respond to her comments on the House floor because he was distracted by her "James Brown wig." On his show Tuesday night, O'Reilly added that "it would be instructive for Ms. Waters to come on The [O'Reilly] Factor to define her beef ... but, of course, she will not do that. Way too risky."
