Jet Terror Plot Thwarted

Twenty-one people are under arrest in Britain as authorities there foil what they call a major terror plot to blow up US-bound airliners with explosives smuggled on board.

Juliet Kayyem, lecturer in public policy at the John F. Kennedy School of Government, analyzes the situation. Kayyem also served on the National Commission on Terrorism in 2000.
