Amid calls to cement Massachusetts as the world leader in life sciences, Governor Deval Patrick has filed his plan to invest one billion dollars in the industry.
The bill is a package of facilities, grants, and tax incentives. But behind the fanfare on Beacon Hill yesterday, there are concerns about how the state plans to spend money is doesn't currently have. From the State House, WBUR's Martha Bebinger has more on the story.
