The Lights Are On, But Nobody's Voting

Temple Emmanuel is supposed to be one of the busiest polling places in the city. Voters from three precincts can cast their ballots there — that's about 6,000 registered voters. At 2 p.m. Tuesday, fewer than 500 people had voted.
