Boston City Council meets Wednesday, but the most pressing issue facing councilors is not on the agenda.

Last week, an independent arbitrator decided that city firefighters should receive a 19 percent raise over four years. The council won't take up the raise for at least another week because Mayor Thomas M. Menino has yet to throw the issue to the council. While Menino says the city can't afford the decision, he is legally bound to support the ruling. City Council, however, can vote it down.

City Council President Michael Ross joined WBUR Wednesday morning to talk about the politics surrounding the issue and how councilors plan to handle it.

This program aired on April 28, 2010.
