The Massachusetts Senate rolled out its proposal for health care cost control Wednesday. It follows a similar plan the House released Friday.

While the two bills are quite similar, one key difference is that the Senate version does not have a so-called “luxury tax” on pricey hospitals that fail to justify their high costs.

Sen. Richard Moore, the Senate chairman of the Health Care Financing Committee, says the Senate bill does not punish providers.

"We tend to be less regulatory and more setting up the structure that will help providers and payers to reach the cost reduction goals," Moore said.
