Russian business tycoon-in-exile Boris Berezovsky says he will soon release a documentary, in London, proving that Russian security forces were behind a series of bombings in Russian apartment houses in 1999. The aim, Berezovsky says, was to stir up hatred against alleged Chechen terrorists, so that the government could launch its second war in the separatist republic of Chechnya. Many Russians are skeptical about the allegations, and suspect Berezovsky is releasing the documentary now in hopes of winning back lost political influence.
