Supreme Court Justice Anthony Kennedy said this weekend that prison terms are too long and that mandatory minimum sentences for some federal crimes should be abolished. Meanwhile, the Justice Department said it will begin compiling data on judges who give lighter sentences than federal guidelines prescribe.
