The long era of cheap, abundant oil is coming to an end, and debate in Washington is boiling over exactly what to do about it. Congress is up to its neck in energy policy, in House and Senate versions of a massive new energy bill. In it is every thing from tax breaks for hybrid vehicles to multi-billion dollar sweeteners for ethanol producers.

The Senate bill is front and center now, and supporters say it's a step in the right direction. Critics smell big give-aways but not big visions. But almost everyone agrees — from environmentalists to steely security hawks — that forming a strong energy policy is now critical to America's future.
