Congress is up to its neck in energy policy, in House and Senate versions of a massive new energy bill. In it is every thing from tax breaks for hybrid vehicles to multi-billion dollar sweeteners for ethanol producers.

The Senate bill is front and center now, and supporters say it's a step in the right direction. Critics smell big give-aways but not big visions. But almost everyone agrees — from environmentalists to steely security hawks — that forming a strong energy policy is now critical to America's future.
