Despite a threatened shutdown of the federal government due to ongoing budget battles in Washington, luminaries gathered in Dorchester today to mark the ground breaking of a new Edward M. Kennedy Institute for the United States Senate.  The institute in honor of the last Massachusetts senator will be built alongside the John F. Kennedy Presidential Library.
