Massachusetts is known for a number of public policy firsts. The first public school in America, Boston Latin. Establishing Boston Common as the first public park, building the first subway system before New York, and instituting the first minimum wage in the United States.

In other words Massachusetts used to be a leader in innovative public polices. But in more recent years, Evan Horowitz says we've lost our edge.
