Former State Transportation Secretary Discusses MBTA

On Beacon Hill Tuesday, state lawmakers begin consideration of Gov. Charlie Baker's new state budget plan. One of the questions to be debated will revolve around how to fix the MBTA and make it more reliable, as it inches its way back to normal after its winter-weather breakdowns.

MIT Center for Transportation Studies lecturer Fred Salvucci, who served as state transportation secretary under Gov. Michael Dukakis, joined WBUR's Morning Edition.
