The 112th Congress is sworn in today, with Republican John Boehner taking leadership of the House. But Republicans are already backpedaling on some key promises. Aides say that the $100 billion dollars in government spending they've previously promised to cut right away is merely a hypothetical number, and despite promises to make legislating more transparent they'll vote on a repeal of health care reform next week without first having hearings on the bill.

Meanwhile, in the Senate today, majority Democrats who are seven votes shy of the number needed to overcome Republican stalling tactics, will try to lower the number of votes needed to move legislation forward, and they might try to stop the congressional clock in order to do it. We speak with Rick Klein of ABC News.

This segment aired on January 5, 2011.
