If Wisconsin governor Scott Walker's bill to limit collective bargaining by public employees is passed, the country may see something that hasn't happened since the 1930s: a general strike.

The Wisconsin South Central Federation of Labor, a federation of dozens of labor unions, has endorsed the tactic, in which workers, union and non-union alike, stay off their jobs in a show of solidarity.

We talk with Frank Emspak, history professor emeritus at the University of Wisconsin Extension School for Workers and producer of the radio program W.I.N. "Workers Independent News."

This segment aired on March 9, 2011.
