Employers added no net workers last month and the unemployment rate was unchanged at 9.1 percent, a sign that many employers are nervous the U.S. economy is at risk of slipping into another recession.

The Labor Department's report is the weakest in almost a year, and it marks the first time since 1945 that the government has reported a net job change of zero.

The report comes as The White House tries to determine how President Obama can win re-election with unemployment this high.
