The Obama administration is developing a new blueprint for targeting terrorists around the world.

According to The Washington Post the "disposition matrix" contains the names of terrorism suspects arrayed against the resources available to track them down and kill them.

It's part of the new world of warfare following the Sept. 11 terrorist attacks.
