Colorado Prison Turned Into Experimental Drug Treatment Facility

The country's prison population has been dropping in recent years due to lower crime rates, changes in sentencing laws and state budget shortfalls.

So when Colorado had to close the Fort Lyon State Prison, the state turned the prison into an experimental drug treatment facility for Denver's homeless addicts — even though Denver is 200 miles away.
