U.S. Worries Russia Has Flight-Tested Nuke

The Obama administration is concerned that Russia has flight tested a new ground-based cruise missile, violating the landmark arms control treaty that U.S. President Ronald Reagan and Soviet leader Mikhail Gorbachev negotiated in 1987, which helped end the Cold War.
