President Obama’s administration is weighing whether to expand military action in Iraq into Syria, against the Sunni extremist group known as ISIS.

Some members of Congress say the president needs their authorization to move forward. NPR's Carrie Johnson joins Here & Now's Sacha Pfeiffer to talk about whether President Obama legally needs congressional authorization to expand military action.
