Russia's Putin Offers 7-Point Peace Plan For Ukraine

President Obama said that Estonia, a former Soviet republic, will remain independent. His comments came as he heads to the NATO summit where Russia's role in Ukraine will be discussed.

Meantime, the presidents of Russia and Ukraine have talked, and there's word that a peace plan process was discussed. But a Russian spokesperson then said Russia wasn't a party to the conflict, so it could not agree to a ceasefire.
