Lame-Duck Congress Returns, With Politics Of ISIS Looming

Lawmakers return to Congress returns this week, ready to weigh into a debate that Sen. Rand Paul is igniting today with an opinion piece in The Daily Beast, in which he argues that President Barack Obama "is subverting the Constitution" with what the Kentucky Republican calls "America's latest undeclared war in the Middle East."

Last week, President Obama said he will ask Congress for new authorization to fight the Islamic extremist group known as ISIS. NPR's Charlie Mahtesian joins Here & Now's Sacha Pfeiffer to discuss what's next for Congress.
