Texas Charter Schools Get Creative To Finance Buildings

Texas started charter schools as a way to encourage innovation in education. Over the years, the number of students attending charters in the state has more than tripled.

But managers of charter schools say funding hasn't kept up, especially to build and maintain their buildings. That has forced them to be creative.
