Denver could become one of the first cities in the country to help students pay for any public college in Colorado.

Tomorrow, voters will decide on a tax that would fund scholarships for low-to-middle-income students. Supporters say it’s critical for economic development in a city where less than half of high school graduates finish college.

Critics say city government should focus on fixing sidewalks and fighting crime.
