A century ago, President Woodrow Wilson signed a law granting limited U.S. citizenship to Puerto Ricans. But Puerto Rico is not a state — and citizens there don't have representation in Congress, nor can they vote.

Here & Now's Eric Westervelt (@Ericnpr) speaks with NPR's Greg Allen (@gallennpr) about the debate now underway about the U.S. relationship with Puerto Rico.

This segment aired on March 2, 2017.
