The House plans to vote Thursday on the Financial Choice Act. House Speaker Paul Ryan called it the "crown jewel" of the Republican Party's regulatory reform. But critics say it would gut the 2010 Dodd-Frank Wall Street Reform and Consumer Protection Act.
