Arkansas is one of the states that expanded Medicaid under the Affordable Care Act, and its uninsured rate fell between 2013 and 2015. The Senate GOP proposal to repeal and replace the Affordable Care Act calls for steep cuts in Medicaid spending, which the Congressional Budget Office estimates will lead to 15 million people losing Medicaid coverage.
