Do you call 911 if you witness a drug overdose? That's a dilemma for many people who use drugs. Most states have a law that's designed to get more people to call 911 without fear of being arrested. Arizona is one of the states that does not, and in recent years, efforts to pass a similar immunity law there have gone nowhere.

But now with the opioid crisis claiming two lives each day in the state, Will Stone (@WStoneReports) of KJZZ reports that may change.
