Paramedics in Philadelphia revive thousands of people each year using the overdose-reversing drug Narcan. After they come around, more and more people who use drugs are refusing an ambulance ride.

As reporter Joel Wolfram (@joelwolfram) of WHYY discovered, that's making it even tougher to get them into treatment.
