White House counsel Don McGahn will be resigning this fall, after the confirmation hearings for Supreme Court nominee Brett Kavanaugh, which begin Tuesday. McGahn played a key role in Kavanaugh's nomination, and also something that's received less attention: How the Trump administration is shaping the lower courts.
