The FAA and Department of Transportation are testifying Wednesday before the Senate about changes they plan to make to how they oversee aviation safety. The hearing follows the FAA's reluctant decision to ground the fleet of Boeing 737 Max planes operating in the United States after the plane crashed twice over the last six months.
