Brexit Update: Prime Minister May Missing From EU Meeting

European Union leaders are meeting in Romania on Thursday, but British Prime Minister Theresa May isn't there. Why? Because the U.K. was supposed to be out of the EU by now, and May still hasn't been able to get a divorce deal through Parliament.
