Four White House witnesses scheduled to appear before the impeachment inquiry on Monday are skipped their meetings with investigators, defying subpoenas from the House Intelligence Committee and escalating the political battle over impeachment.

One of them is John Eisenberg, the lead lawyer for the National Security Council.

Eisenberg was reportedly instrumental in locking down the transcript of President Trump's July 25 phone call with the Ukrainian president by moving it to a top-secret server.

Here & Now's Tonya Mosley speaks with Tom Hamburger (@thamburger), investigative political reporter for The Washington Post.

This segment aired on November 4, 2019.
