Uber announced Monday night that it will lay off another 3,000 people and close 45 offices as the coronavirus pandemic continues to upend the company's business model. Even the most established startups are struggling as the economy flounders.

Meanwhile, tech titans Amazon, Facebook, Google and Apple are taking advantage of what reporter Elizabeth Dwoskin calls a "once-in-a-lifetime opportunity to expand their power, crush rivals and change their political fortunes."
