Democratic Sen. Manchin not seeking re-election

Centrist Democratic Sen. Joe Manchin of West Virginia has been at the center of many battles in Washington over spending and other bills because of Democrats' slim majority there. His announcement that he won't seek re-election has big implications for Congress.
