Venezuela Provides Discounted Heating Oil

Tens of thousands of Massachusetts homes will be able to buy discounted heating oil this winter as part of a pact with Venezuela. The deal gives low-income households and non-profit agencies in the Bay State 40 percent off market rates for about a one month supply of oil.

Venezuela has signed a similar agreement for the Bronx and is considering offers to other parts of the U.S. in what some analysts say is a sign of petro-diplomacy.
