Boston city workers may not get raises in 2009. Mayor Tom Menino floated a wage-freeze proposal in his State of the City speech at Faneuil Hall Tuesday night.

It was the most concrete plan he mentioned for addressing the city's $140 million budget shortfall. WBUR's Bianca Vazquez Toness reports.
