Evaluating 'Shovel-Ready' Projects in Massachusetts

When Barack Obama assumes the presidency next week, his first task will be to usher in a massive spending plan to stimulate the economy.

Much of the almost $800 billion would go directly to states to spend on projects that could get up and running quickly.
