Gov. Patrick Refiles Non-Compete, Liquor License Bills

Gov. Deval Patrick has re-filed legislation intended to limit the use of so-called "non-compete agreements" in the private sector.

Patrick said agreements limiting competition makes it harder for workers at technology firms to take their knowledge to competitors. The governor has proposed eliminating the agreements and adopting the federal Uniform Trade Secrets Act in Massachusetts.

Patrick on Wednesday also refiled a bill that would give local governments greater control over the number of liquor licenses. State lawmakers currently must vote on whether a community can add more liquor licenses after they reach a cap under a formula based partly on population.

Patrick said it should be up to local communities to make that decision.

It's unclear if the Legislature, which is meeting in informal session, will take up the legislation.
