The Massachusetts Gaming Commission this week addresses a rift in the state's thoroughbred racehorse industry over just how to spend the millions of dollars already raised for a special state fund for the racing industry.

To do that, the commission first has to figure out just how much authority it has over the money.

WBUR in collaboration with the investigative news organization The Eye, has been looking into how the race horse fund works. Here's WBUR's Bruce Gellerman with the conclusion of our two-part series, "Trying To Win But No Place To Show."
